Allen is asking every single-family landlord to register. On Oct. 13, 2026, the Allen City Council approved a rental registration and inspection program covering houses, townhomes and duplexes. The online portal opens Nov. 1, registration costs $150 a year, and the first deadline is Jan. 31, 2027. For investors and for neighbors of rentals, the rules change this winter.

What exactly did Allen approve?

According to Community Impact's Oct. 14 report, the council approved two ordinances creating the Single-Family Rental Inspection Program. The core requirements:

  • Who: all owners of single-family rental homes, which the ordinance defines as a house, townhome or duplex.
  • What: annual registration with the city at $150 per year.
  • Inspections: city staff may conduct an annual exterior inspection of each home and will follow up on tenant complaints.
  • Fees: a $25 fee applies when staff must return because a code violation remains unresolved, and a $50 late fee applies to expired registrations.

What is the timeline?

  1. Nov. 1, 2026: the online registration portal opens.
  2. Early November: owners receive a first notice.
  3. January 2027: owners receive a second notice.
  4. Jan. 31, 2027: registration deadline.

Why is Allen doing this now?

The city pointed to code enforcement data. Rentals make up 14% of Allen's single-family housing but accounted for 38% of total property maintenance violations in 2025, Community Impact reported. The number of single-family rentals grew from about 3,000 in 2017 to more than 4,000 in 2025, and the rental share of the housing stock rose by three percentage points.

City staff said the program is meant to address tenant complaints, difficulty reaching owners and neighborhood decline. Director of Community Enhancement Lee Battle said the city wants to be more proactive with rental properties. Mayor Chris Schulmeister called the program fair. Resident David Bishop opposed it, arguing landlords would pass the fee on to renters.

Is this unusual for North Texas?

No. A number of North Texas cities already run rental registration or inspection programs for single-family homes, and the details vary widely. Allen's version is relatively light: the annual inspection is exterior only, and the main ongoing cost is the $150 annual fee.

What should Allen landlords do before Jan. 31?

If you own a rental house, townhome or duplex in Allen, a simple checklist helps:

  • Watch for the city's notice in early November and register once the portal opens.
  • Make sure the city has a reliable way to reach you or your property manager. Difficulty contacting owners was one of the problems the city named.
  • Walk the exterior: roof, fencing, yard, trash areas, drainage and visible paint or siding issues. These are what an exterior inspection is likely to notice.
  • Talk with your tenants about how to report maintenance problems to you before they reach the city.
  • Budget the $150 fee annually. Whether to pass it through to rent is a business decision, and market rents set the limit.

What if a property manager handles the rental?

Registration is the owner's obligation, so confirm in writing whether your manager will handle it and whose contact information goes on file. Owners who live out of state should make sure the city can reach someone local who can act on a complaint quickly. A clear contact path is one of the main things the city said it wanted from this program.

Does this change anything for homebuyers?

For buyers purchasing a home to live in, very little. For buyers purchasing a home to rent out, registration becomes part of the cost and paperwork of owning in Allen. Our agents at The Agency Dallas who work Allen are adding the program to the conversations we have with investor clients, alongside property taxes, HOA leasing rules and insurance.

What about neighbors of rental homes?

The program gives the city a clearer line to owners, which may make it easier to resolve problems like overgrown yards or broken fences. Homeowners who live next to a poorly maintained rental now have a more structured process behind them. For sellers, well-kept streets support values, and a program that targets the small share of properties generating outsized violations could help over time.

How does this fit into Allen's broader housing picture?

Allen is a mature suburb with limited new land, and like several nearby cities it has seen school enrollment soften. Allen ISD reported in February 2026 that enrollment has dropped by 1,440 students since 2020, about 6.7%. Meanwhile, the city keeps investing in existing neighborhoods, including a $4.87 million street and alley rehabilitation contract approved in February and a $233,190 Bethany Drive bridge repair approved Oct. 13.

Rental registration fits that pattern: protecting the condition of established neighborhoods rather than relying on new construction. For owners curious about value, a home valuation is a good start, and our market reports track broader trends. The Agency Dallas will watch how the first registration cycle goes.

Frequently asked questions

Who has to register under Allen's rental program?

All owners of single-family rental homes in Allen must register. The ordinance defines a covered unit as a house, townhome or duplex. Owners must register every year with the city. Apartment complexes are not described as part of this single-family program in the coverage of the council's Oct. 13, 2026 vote.

How much does Allen rental registration cost?

Registration costs $150 per year. A $50 late fee applies to expired registrations, and a $25 fee applies when city staff have to make repeat visits because a code violation has not been fixed. No other penalties were described in the reporting on the approved ordinances.

When is the Allen rental registration deadline?

The online registration portal opens Nov. 1, 2026. Owners will receive a notice in early November and a second notice in January. The registration deadline is Jan. 31, 2027. Owners who manage through a property manager should confirm who is handling the registration.

Will the city inspect inside rental homes?

The program as reported allows an annual exterior inspection of each registered home, plus follow-up on tenant complaints. The reporting did not describe routine interior inspections. Tenant complaints could lead city staff to look at specific issues, so owners should address maintenance requests promptly.

Why did Allen create a rental registration program?

City data showed rentals were 14% of single-family housing but 38% of property maintenance violations in 2025. Rentals grew from about 3,000 in 2017 to more than 4,000 in 2025. Officials said the program addresses tenant complaints, hard-to-reach owners and neighborhood decline.
