Dallas property taxes and California property taxes work on different systems. California sets the base rate at 1 percent of assessed value, caps assessed value growth at 2 percent a year, and reassesses at a change of ownership. Texas has no rate that low. Local rates stack, and appraisals reset every year, with a 10 percent cap on homesteads. Damon Williamson of The Agency Dallas explains how Dallas property taxes compare to California for relocating buyers.
How does California property tax work under Proposition 13?
Under Proposition 13, the California property tax rate is "fixed at 1% of assessed value," plus voter-approved bonds. Annual increases in assessed value are limited to the California inflation rate or 2 percent, whichever is less. Property is reappraised when a change in ownership occurs. (Source: Sacramento County Assessor, reviewed October 19, 2026.)
That last point matters for relocating sellers. A long-time California owner may have a low assessed value that is far below market. The buyer of that home will not inherit it, and the buyer's tax resets to the purchase price. If you are leaving California, you will not carry that low basis with you to Texas.
How does Dallas property tax work?
Texas appraisal districts reappraise property every year, and several taxing units each set a rate. Here is the 2025 City of Dallas rate stack, per $100 of taxable value, as reported by Ownwell from the Dallas County Tax Office rate schedules:
- Dallas ISD: 0.993835
- City of Dallas: 0.6988
- Dallas County: 0.2155
- Parkland Hospital: 0.212
- Dallas College: 0.106575
Adding those five lines gives about 2.2267 per $100, before exemptions. That is my arithmetic from the listed rates, not a figure published by the county. Your own bill depends on your address, because special districts and other taxing units can add to or change the stack. Ownwell also reports a median effective rate of 1.55 percent for Dallas County, a median bill of $4,251, and a median home value of $276,420. (Source: Ownwell, Dallas County property tax, reviewed October 19, 2026.)
What exemptions lower the Texas tax bill?
Texas gives homeowners tools that California buyers often do not expect.
- School district homestead exemption. Texas school districts must provide a $140,000 exemption on a primary residence, per the Texas Comptroller. (Source: Texas Comptroller exemptions page, reviewed October 19, 2026.)
- Over-65 or disabled exemption. School districts must provide an additional $60,000 exemption.
- 10 percent appraisal cap. After a homestead exemption is granted, assessed value cannot rise more than 10 percent a year. The cap starts the year after the first exempted year.
- Local options. Any taxing unit may adopt an exemption of up to 20 percent of appraised value, but not less than $5,000.
The homestead application, Form 50-114, is generally due by April 30, and a protest is due by May 15 or 30 days after the appraisal notice is mailed, whichever is later. Read when you can claim the homestead exemption after buying in Texas and what to check on your Dallas County property tax bill.
How do Dallas and California property taxes compare side by side?
Item | California | Dallas, Texas |
|---|---|---|
Base rate | 1% of assessed value plus voter-approved bonds | Stacked rates from school, city, county, and special districts |
Annual value growth | Limited to CPI or 2%, whichever is less | Reappraised yearly; homestead capped at 10% |
Change of ownership | Reassessed | New owners are appraised at market; the homestead cap restarts after the first exempted year |
Homeowner exemption | Varies | $140,000 school district exemption |
The table is a framework, not a bill estimate. Two homes at the same price in different counties can carry very different taxes.
How should a relocating buyer estimate Dallas property taxes?
- Pull the current rate stack for the specific address from the Dallas Central Appraisal District and the taxing units.
- Start with the expected purchase price, not the seller's current appraised value.
- Subtract the $140,000 school district homestead exemption from the school portion if you will live there.
- Apply each taxing unit's rate and any local exemption.
- Check for MUD or PID assessments, which can add to the bill in newer communities. See the MUD and PID notices page.
- Add the insurance and HOA costs to your monthly budget.

Why does the first-year tax estimate matter so much?
A mortgage payment usually includes a tax escrow, so a wrong estimate shows up in your monthly payment. Lenders and title companies often use a rough number at contract, and the real bill arrives later in the fall. The Dallas County cycle runs on set dates: January 1 is the valuation date, appraisal notices go out around April 15, tax bills enter the payment cycle October 1, and the payment deadline to avoid delinquency is January 31. (Source: Ownwell, Dallas County property tax, reviewed October 19, 2026.)
Ask for the prior owner's bill, but treat it as a floor, not a forecast. If the prior owner held a homestead exemption and a long-held capped value, your bill may be higher. If the home has a pending protest, ask how it ended. A buyer who understands this before closing is rarely surprised by the first escrow adjustment.

Frequently asked questions
Are Dallas property taxes higher than California's?
The nominal rate is usually higher in Dallas, since California's base rate is 1 percent of assessed value and Dallas rates stack to roughly 2.2 per $100 before exemptions. But a Dallas buyer is taxed on a market-based value, so compare the actual bill on the specific home, not just the rate.
Does Texas have a cap like Proposition 13?
Not the same. Texas caps assessed value growth on a homestead at 10 percent a year, versus California's 2 percent, and the cap begins the year after the first exempted year. It is a cap on increases in appraised value, not a fixed 1 percent rate.
How much is the Texas homestead exemption?
Texas school districts must provide a $140,000 exemption on a primary residence, per the Texas Comptroller. Additional exemptions exist for those over 65 or disabled, and local taxing units may add their own.
When do I have to file for the homestead exemption?
Applications generally go to the appraisal district before May 1 for the tax year. Many filers target April 30. Late applications are allowed in some cases, so check with the Dallas Central Appraisal District.
Will my property tax reset when I buy in Dallas?
Yes. The home is appraised at market value as of January 1 each year. Once you receive a homestead exemption, the 10 percent cap applies starting the following year.
